Used factory swing away spare tire rack bump stop / brace.

This would normally attach to the bottom of the factory swing out spare tire rack used on 76-86 Cj. 

It acts as a bump stop between the spare tire and your tailgate.  

These often break off the factory rack (like this one did) . If yours is missing this could work to replace it. It would have to be welded back on.
